
Jacob Marksons Oboth, commonly known as Jacob Oboth-Oboth, is a Ugandan lawyer, intellectual expert, and seasoned politician. Born on April 13, 1971, in Tororo District, eastern Uganda, to an Anglican family, Oboth-Oboth has risen from humble beginnings to a prominent figure in Ugandan politics.
As of May 2026, he is the Member of Parliament for West Budama County South in Tororo District, Defence Minister and Veterans Affairs in Uganda, and the endorsed candidate by CDF Muhoozi Kainerugaba and the Patriotic League of Uganda (PLU), to become the next Speaker of the 12th Parliament of Uganda, potentially replacing Anita Among.
Early Life & Education (1971-2000s)
1971: Born in Tororo District from a humble background, Oboth-Oboth did odd jobs to support himself and his family during childhood. His education was in part supported by American missionaries.
Primary and Secondary Education: Attended Muwafu Primary School, St. Denis Ssebugwawo Secondary School (O-level), and later Tororo High School (A-level).
1997: Admitted to Makerere University to study Law and, simultaneously, took a management certificate course at Uganda Management Institute (UMI).
2001: Graduated with a Bachelor of Laws (LLB) from Makerere University.
2002: Obtained a Postgraduate Diploma in Legal Practice from the Law Development Centre.
2004: Earned certifications in Intellectual Property and Public Procurement from the International Development Law Organisation.
2007: Completed a Master of Laws (LLM) in Election and Cyber Law from the University of Minnesota, USA.
Pre-Political Career (2000s – 2010)
Served as Deputy Attorney General for Tieng Adhola Cultural Institution.
Worked as a State Attorney in the Ministry of Justice and Constitutional Affairs, based in the Mbale Regional Office.
Resumed government work after returning from the US in 2007.
2010: Resigned from government service to enter active politics. His time in the US helped him secure donors for constituency projects, aiding his appeal to voters.
Oboth-Oboth Political Career and Positions
2011: Oboth-Oboth Elected as Member of Parliament (MP) for West Budama County South in the 9th Parliament as an independent. He defeated the incumbent State Minister for Labour, Dr Emmanuel Otaala.
2016: Oboth-Oboth was re-elected as Member of Parliament for West Budama South, defeating NRM candidate Phibby Awere Otaala. He set a record as the first legislator in the constituency to win a second successive term since 1996.
Though he remained primarily Independent, Oboth-Oboth was increasingly aligning with ruling party circles.
2020/2021: Jacob Oboth-Oboth formally joined the ruling National Resistance Movement (NRM) and successfully contested for re-election as Member of Parliament for West Budama South, securing a third term in office.
On 8 June 2021, Oboth-Oboth was appointed State Minister for Defence (General Duties / Defence).
2024: Appointed full Minister of Defence and Veterans Affairs (assumed office in April 2024, succeeding Vincent Bamulangaki Ssempijja).
2025: Actively involved in NRM internal processes, including interest in party positions like NRM Vice Chairperson (Eastern Uganda).
On 15 May 2026, Jacob Oboth-Oboth was sworn in as the Member of Parliament for West Budama South in Tororo District.
Jacob Oboth-Oboth Parliamentary Leadership Bids
In 2021, Jacob Oboth-Oboth expressed interest in parliamentary leadership, picking nomination forms for Deputy Speaker and campaigning on restoring Parliament’s dignity over money-driven politics. Oboth-Oboth withdrew from the race and was shortly after appointed Minister of State.
In 2022, following the death of Jacob Oulanyah, he formally sought the ruling NRM flag for Speaker, even offering to resign his ministerial role, but later withdrew after the party endorsed Anita Among.
And finally, in 2026 (Current), Jacob Oboth-Oboth has emerged as the NRM frontrunner for Speaker of the 12th Parliament based on the strong endorsements he has received so far. Oboth-Oboth is yet to contest against other confirmed contenders, including Justice Minister Norbert Mao of the DP.
Oboth Oboth Wife & Children (Family)
Jacob Oboth-Oboth has two wives, Beatrice Constance Naomi Awino Oboth and Dr Teddy Oboth.
Reports from late 2018 linked Oboth-Oboth to a family scandal involving his first wife, Beatrice, with whom he has five children.
